San Joaquin County's new administration building is nearly done, so let's size up its controversial "glass feature," the immense, protruding atrium. Bold touch or "glass hernia"?

County leaders approved the design in 2007, but the atrium - or the artist's rendering of it - drew criticism because of its radical shift in material, period and scale.
